The Human Rights Watch and the U.S. State Department both condemned an amateur video that appeared to show a Syrian rebel commander mutilating the body of a dead soldier on Tuesday. The video, which was posted on the Internet on Sunday, showed the commander cutting into the torso of a dead soldier and biting on an organ. The commander, who has been identified by the Human Rights Watch as Abu Sakkar, is a founder of the rebel Farouq Brigade. He is well known to journalists as an insurgent from Homs. Meanwhile, the U.S. State Department said all Syrian forces must follow international laws.
