The stock market regulator Securities Exchange Board of India (SEBI) has barred an agriculture company – promoted by the family members of state cooperation minister Subhash Deshmukh – from investing in stock market till it repays farmers to whom it illegally sold shares to raise money.

SEBI member G Mahalingam, in his order dated May 16, directed Lokmangal Agro Industries Ltd. (LAIL) to repay Rs 74.82 crore to 4,751 farmers with 15 per cent interest. The case dates back to 2008-2011, when LAIL, which runs a sugar mill in Solapur district, illegally issued shares to raise funds for the company. As per SEBI rules, issue of company shares to more than 49 persons amounts to a public issue, which should be preceded by a host of formalities that include formally applying with the stock market regulator along with a red herring prospectus (with a SWOT analysis of the company’s business).
