Judiciary allows serial rapists like Sivarama Reddy go unpunished: Former Karnataka top cop

"Sexual predator Sivarama Reddy will not be punished for another 20 years. It is because the laws of the land are not adequate enough to deal with the current situation," Former top cop of Karnataka, Shankar Bidari said.

Without mincing words, Former top cop of Karnataka, Shankar Bidari, today told India Today that the nation is a haven for criminals, be it rapists, murderers, fraudsters or criminals who commit terrorist acts, and then blame elected representatives who allow it to happen.

"This is the reason," he says, "Sexual predator Sivarama Reddy will not be punished for another 20 years. It is because the laws of the land are not adequate enough to deal with the current situation."

Having served at various positions during his tenure, Bidari knows the judicial system in and out. He says this is a "deliberate act on part of our rulers who sit in parliament and in legislatures who have allowed the judicial system to collapse for their own interests."

He further adds that one of the biggest reasons criminals are rarely punished is because, "they (elected representatives) can escape with the crimes they commit against the state."

Bidari is sceptical about whether the nation would ever undergo a change, "Even if God becomes the chief miniter or prime minister, things will remain the same until the judicial system is overhauled." He calls for a system wherein within a reasonable period of three years, a person who commits a crime, completes trial and then starts undergoing the punishment meted out to him by law of the land.

"Since things do not function properly," Bidari adds, "No right thinking person and no citizen has the courage to go to the court because the system has become like that and they know that ultimately it will be manipulated.'
