The Commons Leader said his assessment was based on the fact that their lordships had enjoyed visiting the city when the Royal Ascot race meeting temporarily moved north.
The Government has claimed that moving the Lords out of London in a bid to “reconnect” with voters is one option under consideration.
Speaking in the Commons , Mr Rees-Mogg joked to his Labour shadow, Valerie Vaz: “She mentions these stories about their lordships going to York and what fun that might be for them.
“It occurs to me, when Royal Ascot moved to York, their lordships found it great fun to go up to York.
“So, if they could do it for pleasure, I’m sure they might have a jolly time going there for business as well.”
