Ugo Astuto, Ambassador, European Union, has been to Jammu and Kashmir before, as part of an earlier delegation. He said he’s seen positive changes: the local body elections were, of course, a big move. There is also the easing of internet services. Both have been very helpful, he felt. The next step is the holding of assembly elections and the process has already begun. Of course, economic development is a major expectation of the people, 70 per cent of whom are 30 years old or younger. Astuto said he was briefed on the security situation by senior police and army officials.
