      The mercy petition of life convicted people should, instead of going through home ministry route should be sent to National Human Rights Commission to make recommendation whether fit for presidential mercy or not. NHRC after getting record of the person in question, case particulars and his/her present attitude towards what he/she has done; should recommend its opinion to president in a time bound frame work.It is a human problem not the law order problem, so Home Ministry should not come in picture.
