    Madhavan Nair takes on government, says ISRO gone to dogs

    Bangalore: Former Indian Space Research Organisation (ISRO) chief G. Madhavan Nair on Wednesday described as ‘improper’ the move to blacklist four scientists, including him, from a government job and said the space agency had ‘gone to the dogs’.

    In a January 13 order, the Department of Space barred Nair and three others from holding any government positions over the soured deal between Antrix Corp (commercial arm of ISRO) and Devas Multimedia Pvt Ltd, which was annulled.

    The other three are A. Bhaskarnarayana, former scientific secretary in ISRO, K.N. Shankara, former director of ISRO Satellite Centre, and K.R. Sridharamurthi, former executive director of Antrix.

    A furious Nair said he was not interested in serving any organisation under the current government and termed blacklisting him from future jobs in government or government as “totally unjust”.

    Referring to the order, Nair told the media: "Even in an autocratic/military regime an opportunity would have been given to the person who has been blacklisted. No such opportunity was given to me. I am shocked at the order, which has not been served on me.

    "I am yet to see the order. Once it is sent to me, I will decide on the appropriate action."

    Nair, who was awarded Padma Bhushan in 1998 and Padma Vibhushan in 2009 by the Indian government, said it was an attempt to tarnish his reputation.

    He also accused present ISRO chairman K. Radhakrishnan of inefficiency and pursuing a personal agenda.

    He alleged that Radhakrishnan had been unable to live up to expectations of ISRO and was resorting to actions like blacklisting others to divert attention.

    "He may not be knowing the difference between transponders and satellites. During the past two years ISRO has not announced any major project and the organisation will soon come to a grinding halt," Nair said.

    "Ever since Radhakrishnan has taken over as ISRO chief, the organisation's total budgetary expenditure has come down to around 50 per cent of the allocation.

    "On the other hand, during my period ISRO nearly made full utilisation of the budgetary allocation."

    "ISRO has now gone to the dogs," he declared.

    The Comptroller and Auditor General (CAG) estimated the loss to the exchequer to the tune of Rs.2 lakh crore because of the Antrix-Devas deal, according to which ISRO's commercial arm was to provide 70 MHz S-Band spectrum to Devas.

    Accusing Radhakrishnan for the decision on the order blacklisting order, Nair said the former was a member of Antrix board with the deal with Devas was signed.

    "Radhakrishnan did not say anything at that point of time and but now says that the deal was wrong. He has misled the government on Antrix-Devas deal and killed it."

    The former ISRO chief said the Suresh committee appointed by Radhakrishnan had given a clean chit for the deal.

    In his view, the CAG had gone wrong in its estimation of the probable loss of revenue in the Antrix-Devas deal.

    "The satellite spectrum cannot be equated with the land based spectrum as the former usage is restricted. The CAG has extrapolated the land based spectrum usage to space based one."

    Radhakrishnan was not available for comment.

    The blacklisting order has taken ISRO officials by surprise.

    "It is unfortunate. The blacklisting not befitting the stature of the people concerned," an ISRO scientist said.

      What a funny comment by former chairman of ISRO. - ISRO gone to dogs?
      Yes he is true, ISRO has gone to dog for a long time, even under his own nose as chairman.

      Almost 50% of the current staff (mean the so called great scientists) thriving in ISRO by dubious business deals with middlemen's. If CAG scrutinizes the amount spend on purchase activities in the last 1 decade you will find 50% of the scientists loosing their jobs similar to Mr.Nair. To be frank if someone throws a wider net, you can find many more big fishes who can be in similar position as Mr.Nair without any Government post soon.

      The present Chairman should see that the remaining rotten eggs are remove from the basket at the earliest and ISRO inducts honest, efficient and intelligent scientist to regain its tarnished image at the earliest.

      The problem with Indian mindset is this: when other countries have it, why not we have it. Government is a blind optimist and shall pour in money into the seeded sectors. The sectors then make their workplace their lobbies like any other government officials, worrying about their pay commissions and real-estates. Where is the technology and innovation?

      Sectorially, American companies too are very similar to ISRO, but they use this technique "buy it: as in buying confidence from the peer resources
      dry it: as in let the resource nurture their ideas with hopes of being able to materialize them
      try it: as in field test the prototype and
      fry it: presuming success, have a Barbeque get-together and fry their hot-dogs"
      which means that they collaborate with companies and institutions first, then they collect the brainstormed reports, organize panel discussions, hire some of the best minds, light the drawing board, prototype them, overhaul them, field test them and then reward the contributors.

      In India, hefty bureaucracy makes the panel committee members invest on products that are ready-made, not necessarily indigenous, augment them and test them and feel proud that they are doing at least something. The result being signing arms deals with USA, Israel, France and Russia and that too import deals.

      USA has NASA, Lockheed Martin, Boeing, Boston Dynamics and prestigious universities like Harvard, Princeton, MIT, Stanford and the UCs. India has politics, corruption, IITs with no infrastructures (IISc being an exception), and over-the-head attitude of "We are no less than anyone". Don't know when this country of mine will grow.

      This is very unfortunate that a prestigeous institution like ISRO, which has brought nation so many laurels, is now like a ship sailing without compass and anchor. As correctly said by Dr. Kalam, nobody is above the institution. Whoever it may be, if committed corruption, improper dealing should be investigated and brought to book. The public has a right to know the details of the investigation. Even in a muder case (Kasab) the accused is given chance to defend and explain his status. But according to Dr. Nair, he was not given chance to explain his side of the story. Generally if we put all the happennings in this country into a nutshell, this is because of the most inefficient and corrupted government post-independence is at center. People should raise and throw the UPA to save this nation from further humiliation.

      The credibility of these four persons as scientists is not at all the subject matter in the present case. It is all about the business deal made by them on behalf of ANTRIX corporation (the commercial arm of ISRO) with a private company, without inviting any open bidding. Also, let them not talk about the present activities of ISRO. Let them, if they are clean, defend the business deal and come out of the ignominy. At any rate, the public are not posted with the full facts. So,till then,let us not pass any remarks regarding the subject matter.

      govt taken a good step. large number of scientists at various forum are doing really tremendous job for the national development.

      but i knew few scientist who are appointed by the DRDO but doing liaison work and doing the private business which is national shame.
      govt must take this matter very seriously and punish those scientist who are wasting our people's hard earned money.

      It is not a healthy conversation from Madhavan Nair. If something went wrong every one should sit together and resolve it but not coming to public media and making himself and others as uncultured people. Govt should recognize Nair and Nair should accept the leadership of Radhakrishnan. ISRO, Nair and govt should resolve the issue at mutual interest and benefits. Please do not speak to the media on these matters even it is personal. Once someone spent yrs with one of the key organizations of the country he will have to be respected irrespective of the issues, otherwise situation will turn into a different story. In regard to this matter the next news coming to media should be from all three parties is making a statement on country's space projects.

      It looks all is not well in ISRO and something is wrong. It is not a good augury for the professional standards in ISRO. Sooner it is settled better for the high professionalism, a hall mark of ISRO. Trading charges by one Chairman against another Chairman is unbecoming .,

      Dr Madhavn Nair, the former Chairman of ISRO had brought name and prestige to the nation by launching so many excellent projects which the foreign countries also recognized and appreciated. India's space programme boosted during his time. Now what is the meaning of blacklisting him? It is nothing but professional jealousy on part of some stupids sitting in the helm of ISRO. What Nair said is true, what did we achieve in space programme for the last two years eversince he left the post. A BIG ZERO. Shame on the authorities for taking such idiotic steps. Not only ISRO but the whole nation had gone to dogs.

      Ban the azaan or any other kinds of religion related noise pollution on the loudspeakers, bursting of crackers, loud beating of drums, playing of bhajans in crowded local trains. It is noise terrorism. Why should we be a forced audience when we don’t want to listen to this crap? One man’s prayer is another man’s noise. Ban the blocking of roads for all kinds of religious prayers or festivals. Keep religion out of noise pollution & the basic day to day life. Keep it personal & confine it to your home.       Earlier it was run by puppy. Now madhavan nair feels puppy has grown and mature . The puppy leaders are roaming around and still barking in the streets. Now puppy should also grow and mature instead of barking in street. So come on M nai behave like street dog and take the domesticated dogs.

      whosoever may be at the helm affairs at the centre be it UPA or NDA, the devils brian is getting in side the power mongers at the centre and the decisions are enforced and thrusted
      on destiny believed or god feared people but no religion propogates to destroy the innocent people and nature on the name of RELIGION or GOD. This is clear cut indication to all of us
      that corruption is at ramphant and the power mongers sitting at decision making are not willing to do justice be it in DEMOCRACY or DICTOCRACY regime. Should we accept that this is the ORDER of the day and under go SUFFERING or should we all togetherly UNITE in thninking and thought force to FIGHT such decisions being taken at CENTRE ? like in the case of ISRO which is doing the country proude but for some INTERNATIONAL POWERS ?

      I lived in gulf for 30 years and admired appreciating one malayali to another. Here it shocked me to see blacklisting a respectable scientist who was awarded padmashree by the government by another malayalee.
      Somebody is trying please the government by taking this kind of action and trying to save some corrupt politicians. It is disgusting.
