    Long way to go to ensure probity in public life: PM

    New Delhi, Feb 3 (IANS) Amid constant attack by the opposition on the issue of corruption, Prime Minister Manmohan Singh Friday said the government had taken several measures in the previous year to curb the malaise but there was still a long way to go.

    He also regretted that the Lokpal bill could not be passed by parliament last year.

    Addressing a conference of chief secretaries here, the prime minister said there was need for the central and state governments to work together to ensure better governance.

    Recalling he had told chief secretaries last year that the government was committed to taking all legal and administrative measures to curb corruption in public life and improving the delivery of public services, he said that had "moved substantially forward in these areas in the last one year".

    "We have introduced in parliament a bill on Citizens Charter which will empower citizens to demand services with appropriate standards from government departments. The electronic delivery of services bill has also been introduced in parliament," said Manmohan Singh.

    He said the government had "built upon" its earlier initiatives such as the Right to Information Act, the Judicial Accountability Bill and the whistleblowers bill but there was a long way to go.

    "We still have a long way to go in our efforts for ensuring transparency, accountability and probity in public life," the prime minister said.

    The prime minister's remarks come amid continued attack on his government by the opposition on the issue of corruption. The government suffered embarrassment Thursday after Supreme Court cancelled 2G spectrum licences issued by it in 2008.

    In his speech, the prime minister said it was unfortunate that the Lokpal and Lokayuktas bill could not be passed in the last session of parliament.

    "But I do hope that we would soon be able to enact a strong Lokpal law. We are moving forward on framing a law for regulating public procurement. The National e-Governance Plan is being implemented to improve delivery of services," he said.

    He said government had made rapid progress in providing Aadhaar identity numbers to about 13 crore residents, which would help in eliminating leakages, adding the coverage of an additional 40 crore residents under the Aadhaar scheme has been approved.

    Terming the food security bill a "historic step", he urged the states to speedily reform the public distribution system (PDS) so that the government is in a position to implement the legislation when it is passed in parliament.

    He said the country faced diverse challenges and that he had earlier grouped these into five broad categories - livelihood security, realisation of economic security, energy security, ecological security and concerns with national security.

    "It is important that all of us have a clear understanding of these challenges. Also, to effectively overcome them, the centre and states need to work together," Manmohan Singh said.

      Your leadership is too weak. There is no point in your being non-corrupt and willing to work selflessly for our counry. The vast number of ineffective, corrupt and conscience-less colleagues in your UPA government and those on the benches in the parliament will constantly pull you down. The lesser said about your party leadership the better. India has been finished by the Indian politicians plus from abroad! We have little hope.

      It is shameless for PM to talk like this.The country has been brought to its knees from last 65 years rule.Why PM is not acquiring and Nationalizing Swiss bank money. With his third class corrupt govt, why investigating CBI should be under same scoundrels. Introduce stronger bill than what Gandhian (mahatma)Anna has suggested ,not what Gandhi(sonia) wants do . Do not act clean and honest when you are stinking.Your cabinet collegues action is your action.if not why you arrest company directors when company default. Introduce severe punishment including Capital punishment to MP.MLA and ministers who are corrupt. this is because MP/MLA and public representatives are cheating lakhs who repose faith in them. What steps they have taken?With what intention stringent provisions of Lokpal Bill were crippled?Why last minute drama in Rajya Sabha on Lokpal debate?PM can not shy away from his duty of being accountable to the people of this country.Better not to talk such saintic verses in any forum but at least in reality initiate some worthy actions for which our dear PM can be remembered in future.First he should stop dancing like a jamura for his ustad.Automatically other t5hings will follow.

      Evey one is well aware that cash transactions, particularly in realty sector, gold/silver,encourages corruption. Misuse of official power, misuse of discretionary power, generates unaccounted money.
      Smuggling, drug trafficking, hawala transactions,arms trading ,encourages corrution.
      Till date "aam admi" did not get govt plot /flat,these are being distributed to those who can afford to ofer bribe, or havepolitical
      influence.illegal mining, too generates black money

      It is not un-fortunate that lokpal bill had not been passed by parliament but it is un-fortunate that a strong lokpal had not been introduced in parliament despite assurance given by the parliament itself.This is due to the reason that most of the M.Ps of almost all political parties donot want a strong bill for obvious reasons.M.Ps think that they are Gods and supreme and no body can dare to question their mis-deeds and get them punished.

      Now one can not live without 'corrupt atmosphere' we are too late in taking effective steps.
      Take the case of loan to king fisher airline by bank of india. The then chairman of bank of india took lead & granted loan, hence he was shorlisted for a post of deputy governor in reserve bank, however before final selection there was change of guard in finance ministry hence the then chairman could not become dy governor in rbi. However ex chairman was involved in some financial irregualarities before his retirement from bank of india
      here what is to be ascertained, whether charter accountant firm of king fisher had submitted fair balance sheet whether bank of india had properly scrutinised balance sheet, cash flow statement.this is required since banks are dealing with public money.everywhere political appointments are creating trouble for the govt & public money is lost
