    Lalu and Mishra appear in CBI court on fodder scam case

    Ranchi, Feb 14 (IANS) Two former Bihar chief ministers Lalu Prasad and Jagannath Mishra appeared in a CBI court in Ranchi Tuesday to record their statements in a case related to the multi-million rupee fodder scam in which funds meant for buying cattle feed were embezzled in undivided Bihar.

    Lalu Prasad arrived under heavy security cover around 11 a.m. The statements of both Lalu and Mishra will be recorded in the CBI special court of Judge P.K. Singh.

    Lalu appeared in one of the 61 fodder scam cases - RC 20 A/96 - which is related to fraudulent withdrawal of Rs.37 crore from the Chaibasa district treasury. There were 330 witnesses in the case and their statements have been recorded.

    There are 46 accused in the case, including Lalu Prasad and Mishra. The recording of their statements began Monday and it will continue till Wednesday.

    On Monday, a total of ten accused recorded their statements. Among them were Jagdish Sharma, a Lok Sabha member from Jahanabad in Bihar, former Indian Administrative Service officers Julius Beck, Mahendra Prasad and Phul Chandra Singh, and animal husbandry department officers K.M. Prasad and S.N. Sharma.

    Lalu Prasad and Mishra are accused in five cases related to the scam. Their trial is going on in the Ranchi CBI courts. Lalu Prasad had to quit the Bihar chief minister's post in 1997 after an arrest warrant was issued against him.

    The fodder scam hit the headlines in the late 1990s in Bihar, where officials and politicians were accused of illegally withdrawing crores of rupees of public money on the pretext of purchasing cattle fodder.

    A total of 61 cases were filed in the scam and 53 were transferred to Jharkhand after it was carved out from Bihar in 2000.

    Various CBI special courts in Ranchi have passed judgments in 40 cases.

      Shame on Indian democracy and Indian judiciary. This case is running for more than 15 years now and still no end is seen. Accused politicians are still roaming and enjoying. Where is Upen Biswas? Does anybody know?

      Depending on whims, the Indian Hon. courts can decline to accept the universally accepted high-school certificate or decline to accept the contender's mere written statement . A recent case example manifests glorifies and testifies this aspect when the Hon’ble UttraKhand High Court at Nainital upheld (after intensive arguments) a reply to a RTI query made in the year 2007 that “an information pertaining to the year 1994 was more than twenty years old in the year 2007” (vide the Writ Petition No.726 of the year 2008) and such a whimsically arbitrary judgment could be given because the Hon’ble courts in India are not obliged to give reasons for their decision or judgment.       At last after 22 years CBI found time to record the statements of Laluji and Jagannathji.Very good.One is a liker of the Congress party boss and the other a congressman himself.It can clearly be understood what will be the fate of this case.

      Why the CBI are suddenly put behind Lalu, the rogue. May be, the news may be in offing that Lalu is seemingly going against the most cunning (typical Italian DNA) Italian godmother of the most wicked & crooked Congress party mafia goons.

      An old saying that a country/institution which does not give justice to its people or which does not regard its learned ones, gets ruined sooner or later. A very strong corruption control law is most needed in whimsical judiciary and academics as documented herein. IITs NOT BEING WORLD CLASS INSTITUTIONS because it is well on record that IIT Roorkee’s once famous Civil Engineering Department had about a dozen full fledged professors who could never earn a Ph.D. degree or publish any significant research papers despite their best efforts and fullest administrative backing and this fact was well known to the Ministry of Education (now MHRD) who never viewed this truth with any kindness. On top of this, the academic administration of this IIT (the oldest former technical Higher Learning University of India/Asia), backed also by such non-PhD jealous virus professors, sabotaged (including plagiarizing) the research work of the highly internationally renowned professor colleague through all kinds of possible illegal actions manifested by as many as 20 to 30 writ petitions filed to nullify the illegal actions repeatedly taken without any regard of natural justice. These are well recorded facts also known to the MHRD. If an institutional index (integrated effect of the various Institutional components including the credentials of the faculty) or teacher/faculty index (integrated effect of the research potential, teaching ability, qualifications, etc of every faculty member) for all IITs are worked out and compared with world class Institutions, then the truth will come out. Merit is totally disregarded in the Indian system as manifested by the fact that India is branded as a developing third world country despite the fact that it has the highest manpower of highly qualified hard working genius persons in almost all disciplines in the entire world or on world basis. Numerous examples will show that the merited ones in India will find their habitat only in the dust-bins. If India can rise above caste, region, and relative considerations and sincerely rely on merit then alone the IITs would become world class Institutions. A research paper entitled “A NEW METHOD OF EVALUATING TECHNOLOGICAL RESEARCH TEACHERS’ by Prof. Devendra S. Bhargava, published in the International Journal for Development Technology, England, Vol.5, 1987 pp.27-38, contents of which were comprehensively highlighted by the PTI news flash, can be of great help to compare the various IITs, their faculty, and their nearness to the world class. An Institution’s three main pillars, viz. the faculty, the students and the reputation are interdependent. This is proved by the fact that now the best students do not opt for Roorkee IIT which was in news for vulgar activities too. This Institution manipulated to pass a twice failed student and encouraged students to pressurize their teachers for 90% marks.       Fodder for thought !!
      All these fodder eating ministers should have been in Jail by now, but still they are sitting in Parliament. No wonder why one of their colleague Rajneethi Prasad created ruckus in RS when Jan Lokpal Bill was discussed - Just to save their Skin?
