Lawyers are allowed to ask for retainer fees. If they aren't incorporated those checks might frequently be written to the individual. Immigration officers are not attorneys. They are not allowed to ask for fees paid to themselves personally. All legitimate fees for immigration purposes are paid to the government not the individual immigration officer. I think what you're proving here is why there's so much anti-corruption protesting going on in India. It's corruption and this person is demanding a bribe.
