    Constable forced to roll on court ground, lawyers file complaint

    New Delhi, Feb 7 (IANS) Lawyers at Patiala House court complex Tuesday were aghast when they saw a constable in uniform made to roll on the ground from one gate inside the campus to another, as punishment on the orders of a superior. The lawyers have filed a complaint against the Additional Deputy Commissioner of Police (DCP) for violation of human rights.

    According to eye-witnesses, around 11 a.m. Tuesday Additional DCP (New Delhi) Seju P. Kuruvilla found Dinesh Kumar, constable in his 30s, talking on the phone and not frisking the people during his duty time.

    "The constable who was on duty at Gate No.6 of the court premises was compelled to front roll from Gate No.6 to the library, about 100 metres, which is absolutely inhuman," advocates stated in their complaint.

    Advocates who were also eyewitnesses, also alleged that Kuruvilla tore the badge of the constable and snatched his mobile phone and used abusive language.

    "Today at about 11 a.m, we along with many other advocates and public saw a constable rolling and crawling on the ground in uniform from Gate No.6. On inquiry, it was revealed that Additional DCP Seju P. Kuruvilla has compelled the constable to do such a humiliating and inhuman act. (He) Tore his badge, snatched mobile phone and used abusive language," the complaint said.

    The lawyers protested against the police official and demanded "necessary and strict action ... against the Additional DCP so that such type of inhuman, illegal, derogatory and violating act are not not repeated in future".

    Advocates requested the court to intervene in the matter.

      The constable should thank his stars that he was not dismissed from service for deriliction of duty, Good work officer , keep it up next time be more harsher as they do in the training academy .

      When someone gets inside with a gun, and kills dozen lawyers...they will rethink the punishment given that security officer..

      I hope these lawyers have not seen so far the ORDERLY (constables ) working in houses of senior IPS officers who will be treated as 2nd rated citizens by their family members. There were news reports in 2010 that one head constable was found dead when he was discharging his duties as ORDERLY in the house of senior officer's daughter at Delhi. This incident is happened in full public view and there are incidents which will not come to the notice of even media. All these senior officers must remember that RTI Act, 2005 has been implemented in the country and no ORDERLY is allowed for any officer.

      Wait for the next bomb blast and these lawyers will be crying about lack of security. There is no sense of duty. Not justifying the punishment but see both sides.
