Dalai Lama's envoy says proposals made during talks with China, AS

DHARMSALA, India (AP) _ The Dalai Lama's envoy says that "concrete proposals" were made during talks between Tibet's exile government and Chinese officials. Lodi Gyari, a special envoy for the Tibetan spiritual leader, says the proposals made at weekend talks in China can be part of a future agenda for discussions on Tibet.

He did not provide any details of the proposals in a written statement released Thursday from Dharmsala, the seat of the Tibetan government in exile.
