    Amendments to Lokpal bill being considered, says Narayanasamy

    New Delhi, Feb 11 (IANS) The government is committed to a strong Lokpal bill and is looking at amendments suggested by its allies as well as the opposition parties on the legislation, Minister of State in the Prime Minister's Office V. Narayanasamy said Saturday.

    Addressing an all-India editors' conference on social sector issues in Puducherry, Narayanasamy said: "The government is committed to bringing a strong and effective Lokpal Bill and, therefore, looking into the various amendments suggested in the Rajya Sabha."

    The amendments to the Lokpal bill had been moved in the Rajya Sabha during the debate on the bill by Trinamool Congress, a constituent of the ruling United Progressive Alliance (UPA), apart from the opposition parties. Samajwadi Party, which extends supports from outside, had also moved amendments.

    The house was adjourned without voting on the bill, which has already been passed by the Lok Sabha.

    According to an official release, the minister also said the Congress-led central government was taking pro-active steps to curb corruption and no one facing allegations of graft had been protected.

    He said the Right to Information Act, the whistleblowers protection bill, the judicial accountability bill, citizens' grievance redressal bill and reforms in procurement and mining were among the key anti-corruption initiatives taken by the UPA governments headed by Manmohan Singh since 2004.

    The UPA government has removed the discretionary quota of the union ministers so that there is no room left for corruption, Narayansamy said adding that a Group of Ministers (GoM) was constituted in January 2011 to consider measures that can be taken by the government to tackle corruption.

    The GoM had submitted its first report which has already been accepted by the government with some minor modifications and action had been initiated to implement the recommendations, he added.

    Administrative reforms had also been initiated to bring efficiency in governance, he said

    The government had notified a policy of reviewing performance of Indian Administrative Service (IAS) officers at 15 years and 25 years of their career to identify and remove non-performers.

    He said sanction for prosecution against the officers who are facing corruption charges will be given in three months and departmental inquiry would have to completed within a year of filing of complaint.

    Referring to the measures to strengthen the Central Bureau of Investigation, the minister said it had been decided to set up 71 additional special courts for CBI in various states to expedite adjudication of the pending cases. He said 51 courts have already been sanctioned.

      It is a good thing that Centre is thinking of bringing ammendments to the existing Lokpal draft. But let the ammendments be not such that the final bill beomes jawless,presntly it is toothless Why and how these jokers are claiming that they are for a strong lokpal is beyond anybody's imagiantion. At least at this moment let some good sense prevail and they bring up a really strong Lokpal bill and send some of (all) the corrupts in their ministry behind the bars so that at least they will be able to save their face in 2014 elections.Narayan Sami opines that whatever ammendments proposed by SP and TMC will be considered.They are their allies. Let them also take the main opposition party and other smaller regional parties as well and bring a true Lokpal Bill.

      Simple talks and assurances as NETAS are bound to extend...But NO RESULT...English had made the laws to rule India and so does the present Govt. is doing...They are not making laws for smooth relationship amongst the brethren and everybody could prosper but to rule the masses which is the main cause....JAI BHARAT

      do,not frame any new law.more laws more loopholes/violations.more corruption.take the case of antidefaction law.no positive effect.infact abolish all frivolus and unwarranted laws like prohibition and curb corruption.

      An old saying that a country/institution which does not give justice to its people or which does not regard its learned ones, gets ruined sooner or later. A very strong corruption control law is most needed in whimsical judiciary and academics as documented herein. IITs NOT BEING WORLD CLASS INSTITUTIONS because it is well on record that IIT Roorkee’s once famous Civil Engineering Department had about a dozen full fledged professors who could never earn a Ph.D. degree or publish any significant research papers despite their best efforts and fullest administrative backing and this fact was well known to the Ministry of Education (now MHRD) who never viewed this truth with any kindness. On top of this, the academic administration of this IIT (the oldest former technical Higher Learning University of India/Asia), backed also by such non-PhD jealous virus professors, sabotaged (including plagiarizing) the research work of the highly internationally renowned professor colleague through all kinds of possible illegal actions manifested by as many as 20 to 30 writ petitions filed to nullify the illegal actions repeatedly taken without any regard of natural justice. These are well recorded facts also known to the MHRD. If an institutional index (integrated effect of the various Institutional components including the credentials of the faculty) or teacher/faculty index (integrated effect of the research potential, teaching ability, qualifications, etc of every faculty member) for all IITs are worked out and compared with world class Institutions, then the truth will come out. Merit is totally disregarded in the Indian system as manifested by the fact that India is branded as a developing third world country despite the fact that it has the highest manpower of highly qualified hard working genius persons in almost all disciplines in the entire world or on world basis. Thus the smaller but merit minded countries defeat us in cricket, diplomacy etc. Numerous examples will show that the merited ones in India will find their habitat only in the dust-bins. If India can rise above caste, region, and relative considerations and sincerely rely on merit then alone the IITs would become world class Institutions. A research paper entitled “A NEW METHOD OF EVALUATING TECHNOLOGICAL RESEARCH TEACHERS’ by Prof. Devendra S. Bhargava, published in the International Journal for Development Technology, England, Vol.5, 1987 pp.27-38, contents of which were comprehensively highlighted by the PTI news flash, can be of great help to compare the various IITs, their faculty, and their nearness to the world class. An Institution’s three main pillars, viz. the faculty, the students and the reputation are interdependent. This is proved by the fact that now the best students do not opt for Roorkee IIT which was in news for vulgar activities too. This Institution also manipulated to pass a twice failed student apart from allowing students to pressurize their teacher to give 90% marks sometime back. A recent case example manifests glorifies and testifies this aspect when the Hon’ble UttraKhand High Court at Nainital upheld (after intensive arguments) a reply to a RTI query made in the year 2007 that “an information pertaining to the year 1994 was more than twenty years old in the year 2007” (vide the Writ Petition No.726 of the year 2008) and such a whimsically arbitrary judgment could be given because the Hon’ble courts in India are not obliged to give reasons for their decision or judgment.
