Problems in Nepal's Terai yet to be resolved

Formation of the new Maoist-led government in Nepal is still uncertain as the political parties are yet to resolve the vexed Terai issue. After hectic week-long talks, the three major parties, Maoist, Nepali Congress and CPN (UML), on Friday agreed to an amendment concerning the Terai movement's demand for an autonomous state.

The party leaders said the bill, which will amend the temporary constitution, would be presented at the Constituent Assembly soon. The Terai-based political parties have been demanding a constitutional guarantee to their demand for creation of an autonomous state in the southern plains of Nepal.

Since June 16, the parties have continuously disrupted the proceedings of the Constituent Assembly. The formation of the new government would not be possible without the resolution of the demands of the Terai-based parties.

Some of the political parties have called for an indefinite Terai bandh. The bill calls for the State Restructuring Commission to draw up federal state borders, according to senior CPN (UML) leader Bhim Rawal.

However, the seven-party meeting failed to reach consensus on the issue as the People's Front Nepal, United Left Front and Nepal Workers and Peasant Party opposed the decision. The minor partners in the seven-party alliance argued that such a provision in the interim constitution might lead to the disintegration of the nation.
