NEW DELHI (AP) The Indian government has refused to allow foreign journalists to cover the Dalai Lama's visit to a disputed border region with China in the country's northeast. Heather Timmons, president of the New Delhi-based Foreign Correspondents' Club, says the government declined to issue permits to foreign reporters Thursday, meaning they are unable to travel to Arunachal Pradesh state, the heart of a long-running border dispute with China.

Foreigners require special permission to visit the state. China has strongly opposed the Tibetan spiritual leader's visit to a Buddhist monastery in the town of Tawang beginning Sunday.

The Indian foreign ministry spokesman was not available for comment.
