New Delhi, October 13 (ANI): Prime Minister Manmohan Singh on Monday stressed better intelligence, refined investigation methods to understand the communal forces at work and also to establish rule of law in the country. Singh's remarks assume significance in view of spurt in incidents of communal violence across the country.
